The law is aimed at improving the legislation of the Russian Federation in respect of the establishment of warning and informing the public about the dangers arising from the threat or occurrence of emergency situations of natural and man-made disasters. Federal law introduces the definitions of "alert the public about emergencies", "informing the public about emergency situations," "integrated system of emergency public warning about the threat or occurrence of emergencies", "area emergency alert the population." In addition established boundaries of the zones of emergency situations and emergency public warning zones is determined by the authorized federal executive body for establishing the requirements for the establishment and operation of warning and informing the public, made the appropriate changes to the powers of state power of subjects of the Russian Federation, local self-government in the part on the establishment of warning systems and public awareness, support the operation, development and keep it in constant readiness. The law requires all media to notify the public about emergencies and man-made disasters, it is intended to "ensure consistency and, as a consequence, greater efficiency in the actions of emergency services, municipalities and organizations." In particular, it clarifies the powers of the bodies of state power of subjects of the Russian Federation and local authorities in the field of population and territories from emergency situations. The law also establishes the right of public authorities to priority use of any telecommunications networks and facilities, suspension or restriction of their use not only during emergencies, but also for the threat of such. Federal law passed by the State Duma on 18 June 2013 and approved by the Federation Council on 26 June 2013. Federal law amends the Federal Law "On Mass Media", the Federal Law "On protection of population and territories from emergency situations of natural and man-made disasters," federal law "On Civil Service" and the Federal Law "On Telecommunications".
