Russian Prime Minister Dmitry Medvedev instructed the Russian Ministry of Internal Affairs and the Ministry of Justice in cooperation with the relevant federal executive bodies and organizations to develop a change in the law on traffic safety, ITAR-TASS. They are aimed at «improving the effectiveness of inter-agency cooperation in ensuring road safety, the development of the institute of public control over observance of road users and local requirements, creating zero tolerance for violators, the inevitability of punishment for offenders identified in the process of social control.» This was reported by the press service of the government.
In cooperation with State Duma deputies Medvedev instructed to study the question of the definition in the legislation of the Russian Federation notions of «dangerous driving» and «careless driving», providing for penalties for such offenses. «It is also necessary to improve the legislation in order to improve the efficiency of use of photos, video recording violations on the roads, regulations and standards of construction and equipment of roads to improve road safety organization controlled pedestrian crossings on roads with six or more lanes or pedestrian crossings on the construction of such roads on different levels, «- said the press service of the government.
Ministry of Internal Affairs and Communications Ministry instructed to express an opinion on the possibility of application of the Code of Administrative Offences in respect of speed violations recorded by special tehsredstvami, working on the principle of measuring the average speed of the vehicle on the road broaching areas. These ministries should also prepare proposals for the regular production of media education programs, publications, and public service announcements designed to «develop a responsible road user behavior.»
