Speaking in the Duma on «government hour», Viktor Ishaev noted that active development of the far East territories is possible only with serious legal and financial support from the state. «We must create conditions for accelerated development of the Far East. Either allocate a lot of money, as, for example, China is developing its North-Eastern provinces of 500 billion dollars a year, or create conditions to attract investors. We, in our program denote both of these directions», - said the head of Russia OJSC. He recalled, that the total cost of the projects included in the state programme of development of region till 2025 estimated at more than 10 trillion. rubles. In his opinion, a part of the budgetary funds in the framework of public-private partnership will be replaced by attracted investments. That is why the reduction of the design part of the government program or change in funding, according to the Minister, is extremely undesirable. «If the projects do not fall into a state programme, they cannot be considered a priority. Then there is unlikely to be foreign investors. If from program to remove money, it will transfer program in the Far East to China. And I with such programs do not work», - stressed the Minister. For successful attraction of investments, according to Viktor Ishayev on his reelection as, in the region should also remove tax burden: reduce, and in some cases zero mineral extraction tax, taxes on income, land, real estate. In particular, to introduce a duty-free import from abroad, new high-tech equipment that will allow to increase in the region productivity and improve economic performance. «It is high time to adopt a decision that the acquisition of the newest technologies, modern equipment should be encouraged, not punished in the form of customs duties. All this should transferred free of duty. Only in this case we can equip the economy and achieve higher rates, including the indicator of labor productivity,» the Minister said. Speaking about benefits for the Far East, Viktor Ishaev stressed that other models of new regions, based on world experience, simply does not exist. Only new features and major projects, according to him, able to become a locomotive for the integrated development of the far East territories.
