The draft law establishes the legal, organizational and economic basis of education in the Primorye territory, defines the system of education and significantly expands the list of powers of the regional authorities in this field. From 1 January 2014 expenditures on this sphere will take the regional budget, municipalities will receive subsidies for the wages of workers in kindergartens and educational expenses. As Chairman of the Committee on social policy and protection of the rights of citizens Igor Chemeris, for the first time in the Federal legislation prescribed the concept of educational services in preschool education. Previously, it was only on the supervision and care of children. «The Federal trend on improving the quality of education is obvious. Special attention is paid, in particular, pre-school education. Most of the basic knowledge and skills child learns exactly at the age of up to 7 years, the financing of this sphere does not correspond to its value. Already this year, by decision of the Government of the Russian Federation regions will receive additional funds for the construction, reconstruction and equipment of kindergartens. According to the Department of education Primorsky Krai on these purposes will be allocated 804 million rubles. Transfer of authority for the financial security of preschool education at the regional level will also require additional expenditures of the regional budget. Experts estimate that about 7 billion roubles in 2014 and more than 8 billion by 2015», — said Igor Chemerys. For the first time in the law on education will be an article regulating the psychological-pedagogical, medical and social assistance for students with learning difficulties in mastering basic educational programs.
