The formation of such a representative body provided for in Article 37 of the Labour Code of the Russian Federation - in case the trade union organization, the functions previously performed by a single representative body of the personnel, together less than half of the employees of the enterprise. The plant has developed just such a situation - the union members are less than 50 percent of employees.
