Commission of the Federal Service for Supervision of Transport has completed its investigation very accident on January 262013 with the fishing vessel «Chance-101» in the Sea of Okhotsk. The press service of Rostransnadzor.

The commission to investigate the accident included representatives of the Federal Service for Supervision of Transport, Federal Agency of Sea and River Transport, the Federal Agency for Fisheries of the Russian Maritime Register of Shipping and the Far Eastern Research, Project Research and Design Institute of Technology Navy.

States that the reasons that led to loss of the ship and the people were in violation of the mandatory requirements of safe navigation of the ship\’s «Chance-101» and its owner: a violation of a fishing vessel captain «Chance-101» set requirements to ensure the safe navigation of the ship; poor organization of the control of JSC «Kazakhstan» Vostok-1 «for the operation of the vessel in terms of compliance with the requirements of safe navigation.

Fishing vessel «Chance-101», the shipowner JSC «Fishing collective farm» Vostok-1 «(Vladivostok) was on the crab fishery from December 272012. On board were 30 crew, 19 citizens of Russia and 11 Indonesian citizens.

On the morning of January 252013 meteorological conditions in the navigation of the ship began to deteriorate, wave heights of 5-6 m, the wind of 20-25 m /s, gusts up to 29 m /s, wind direction — NNE. The vessel stopped fishing and was shtormovat.

January 262013 around about 12:00 the captain decided to make a turn in the opposite direction through the left side. At the time of the maneuver the vessel was delivered to starboard (lag) to the wave. As a result of lack of training ship for sailing in heavy weather door fish processing plant, located on the starboard side, suddenly opened and the room began to take water shop in bulk.

After the end of turn of the vessel in the opposite direction of the vessel sailing conditions have changed dramatically, the ship was to follow on following sea, which changed the seaworthiness of the vessel: stability, pitching and handling.

Given the continued flow of water into the room the fish processing plant appeared and began to grow rapidly roll to starboard. The captain gave the command to heel alignment by pumping of the fuel to port. However, it was not implemented due to the sharply increasing emergency, which caused capsize.

With the loss of stability of the vessel capsized and sank. During the rescue of the 30 crew members were rescued 14 people.
