January 12013 on the territory of the Russian Federation began operating state information system on the state and municipal payments (GIS GMF). The purpose of this system is the accumulation of information by banks and other lending institutions made of citizens and legal entities of payments, including paid administrative penalties. In practice, there are not a few cases where penalties actually paid to banks and other credit institutions, but details of their pay in the GIS GMF not do that. This is due to the fact that to date, not all banks are connected to the system. In turn, the lack of authority that issued the ruling in a case concerning an administrative offense, information on the timely payment of the fine may result in a number of negative consequences for the offender. In particular, with regard to it can be applied administrative sanctions, including doubling the size of the amount of the administrative penalty, administrative detention for up to fifteen days, or compulsory work for a period of fifty hours. At the same time, "turned on" enforcement mechanism, under which bailiffs can be attached to the property of the debtor, apply administrative measures, set a time limit to leave the Russian Federation and other Russian FSSP has repeatedly encouraged the citizens to preserve documents proof of payment of fines, to connect to GIS GMF all banks and organizing the smooth functioning of the system in its entirety. According to the Federal Treasury to date data in the GIS GMP fully carry 145 credit organizations. Payment of fines to banks that are connected to the national information system on the state and municipal payments will eliminate the negative consequences associated with the enforcement of fines paid by banks that do not work to date in this system.
