Paper extends the state guarantees free education and reinforces the link between educational programs and the modern labor market, and opens regular schools for children with disabilities. Under the new law, the state is obliged to provide each free public education in the federal state educational standards (GEF). In this case, paid educational services can not replace training, which is financed from the budget, the document says. Otherwise, the educational organization is obliged to return all the money trainee or his parents. Early childhood education is the first level in continuing education. The system itself includes: general, vocational and higher education. In this case, the pre-school level does not provide for final examinations or other forms of assessment of children\’s knowledge. Teach a child in kindergarten will be free, but for the child\’s parents, as before, have to pay themselves. As for the initial professional education, it becomes a system of vocational education as the first stage of training qualified employees. The new law gives priority to inclusive education, which involves the education of children with disabilities are not in a specialized and mainstream education. However, they are still able to get an education and in institutions. The document also provides for mandatory state final examination (GIA) for ninth-graders. The exam will be held in the form of testing on special forms, similar forms USE. For the organization and the certification of the ninth-graders meet the regional authorities, who also spend processing the results. Developed test and measurement equipment (Kima) will be at the federal level.
