The number of criminal cases that are subject to search for persons subject to criminal liability, from 2007 to the present, has decreased by almost a factor of 2. This is the conclusion to the Main Military Investigation Department of the Investigative Committee of the Russian Federation, after analyzing the results of their own work. In the first half of this year, the total number of soldiers wanted for evading military service was reduced by 12%.
Most of the «draft dodgers» was in law enforcement[br> s authorities voluntarily. All this was the result of a unique collaboration of military investigators and prosecutors, law enforcement bodies, the military command of military units, social and human rights organizations to inform the public, including through the media, about the possibilities, conditions and consequences of voluntary surrender, including an explanation of the grounds for exemption from criminal liability of those who evade military service, in accordance with the notes to art. 337 (absence without leave or place of service) and Art. 338 (desertion) of the Criminal Code.
Extensive work on the identification of latent grave and especially grave crimes disguised as disappearances of soldiers. The main effort in this work are applied to the search for those who are already long period of time hiding from the preliminary investigation. In the second half of this year, military investigators of the Investigative Committee of the Russian Federation intend to be as actively work to track down and arrest those who evade military service.
