The State Duma adopted the law on measures to combat fraud in the SMS-service delivery of mobile operators.
«Almost every party is faced with the so-called SMS-fraud when account number unbeknownst to the owner, including using short numbers are written off the money,» — said
Deputy Speaker of the State Duma Sergei Zheleznyak
calling it a «fraud on a national scale.»
Sergei Zhelezniak noted that citizens reasonably regularly complained about the provision of additional paid communication services without the consent of the subscriber, without any warning about the size of fee for the service, as well as to withdraw funds for services that were not rendered.
«The law makes a number of significant changes, including introducing the principle of technology neutrality provision of universal services, and changes the order of spending the Universal Service», — concluded the Sergei Zhelezniak.

— The need for the adoption of this law is long overdue, because, according to analysts, the year of the deceived subscribers lose up to 10 billion rubles from the actions of SMS scams. In this case, the amount by which the fraudsters obtained from each of the deceived party, often no more than 300 rubles, and this is not a reason to open a criminal case, and it is important that such defrauded thousands of subscribers. Technically find the attacker is not difficult: all the money, running into the space of mobile and internet connection documented evidence is there, but the question in the activity themselves subscribers: not everyone cheated user accesses an application to the appropriate authorities. Perhaps the new law will deal with companies involved in SMS fraud at a higher level.
