The deputies of the State Duma adopted in the third and final reading of the law, which provides for the verification of students of educational institutions for drug use.
The approved bill was developed in the Ministry of Education and provides a number of preventive measures to identify people who use drugs and psychotropic substances. Testing is expected to spend in schools and colleges, as well as among university students.
In all cases, a test will be conducted with written informed consent. To check the students under the age of 15 parental consent is required. On educational institutions are obliged to ensure the confidentiality of information obtained as a result of verification.
The law also provides for the direction of the students (with their consent) for treatment in specialized health organizations to provide substance abuse treatment.
The bill was submitted to the Duma in November 2012. The initiative to adopt a federal law on testing students for drugs was made in 2011 Dmitry Medvedev, who was then president of Russia. In February 2013 a similar piece of legislation approved the Moscow City Duma.
