Ministry of Finance wants to jack up the excise tax on cigarettes more than doubled

Rate of excise duty on tobacco products should continue to grow, the newspaper quoted the "Gazette" project "Main directions of tax policy," prepared by the Ministry of Finance.

In 2016 the rate should be 1200 rubles. over 1000 + 9.5% of the estimated cost (calculated on the basis of the maximum retail price), but not less than 1600 rubles. for 1000 units, it said.

April 30 the Ministry submitted a draft document to the government.

Excise rates up to 2015 have already been approved by the government. This year, the excise tax increased by 41%, to 550 rubles. over 1000 plus 8% of the estimated cost, but not less than 730 rubles. Rate will rise each year and in 2015 will amount to 960 rubles. over 1000 plus 9%, but not less than 1250 rubles.

The document states that the reason for the further increase of excise duty - implementation of a government-approved in 2010 the concept of public policy to combat tobacco. It provides that the excise duty on cigarettes should reach the average level of European region of the World Health Organization (WHO) - about 3000 rubles. for 1000 units, or 60 rubles. per pack.
