7 June 2013 head of the Ministry of justice of Russia in the Primorsky territory Igor Barannik and President of the Primorsky notary chamber Victor Prischepa signed an agreement on interaction and cooperation on the issues of rendering free legal assistance to organize the work on increase of legal literacy of the population. During the meeting Igor Barannik focused on the fact that today the Ministry of justice of Russia on regional management given new powers to free legal aid. This, above all, coordination of activities of the system of free legal aid, as well as taking measures to ensure the functioning and development of the state system of free legal assistance on the territory of Primorsky region. The competence of the Primorsky management of Ministry of justice also includes the monitoring of the activities of the subjects of the provision of free legal assistance, control over compliance with the persons providing such assistance, the norms of professional ethics and the established requirements to the quality of legal aid, conducting the list of non-state centers of free legal aid established in the territory of Primorsky region. It should be noted that coastal notaries are a kind of «первопровоходцами» rendering free legal aid: 16 April 2013 in the list of non-state centers of free legal aid the Ministry of justice of the Russian Federation, first introduced Center of free legal aid to the population of the Primorsky regional chamber of notaries (Center is located at:, Vladivostok, Aleutskaya street, 11 cab. 906б, phone (423) 261-14-68). Primorsky Krai is one of the leaders in the field of rendering free legal aid in Russia: about two years is a Center providing free legal assistance when the Advocacy chamber of the Primorsky territory.
