On Saturday in Vladivostok held a protest rally against rising utility rates

On Saturday, March 23 as part of the All-Russian protest at Vladivostok on the forecourt at the monument to Vladimir Lenin at 15:00 held a rally against the upcoming introduction of standards for energy and rising prices for utilities and fuel.

Discontent of citizens caused by government order, "a package of measures aimed at the transition to the establishment of social norms of consumption of public services in the Russian Federation", approved by President Dmitry Medvedev. According to this document, the innovation in 2013 will concern for the power to establish a social norm relatively low prices on overconsumption - additional fee.

Since 2015 this provision will come into force in respect of water supply, in the following years - gas and other utility bills. May 15 the Department of the Primorsky Territory should set the value of the social norm of six groups of consumers: households with one person, two, three, etc. As well as a special fund, where the citizens do not lead households (dormitories, military barracks).

Before June 1 the department will set tariff rates for excess consumption. In this case, the RF Ministry of Regional Development may impose a federal standard by which the higher rate will not exceed the lowest by more than 50%. Social norm will be calculated so that it fit 65-85% of residential energy consumption. Will serve as a benchmark the average annual consumption. The Ministry is also ready to discuss with regional measures of social support with the introduction of the social norm of consumption of utilities lonely pensioners living in the same dwelling for at least ten years, large families and people living in emergency and dilapidated housing.
